Two drunk drivers arrested after one crashes into another while being pulled over early Sunday morning

On Sunday, May 21st, 2023, at 1:45 am, a Turlock Police officer near QuikStop, 1260 Geer Rd, Turlock, observed a man driving a vehicle violate the California Vehicle Code, so he made a traffic stop on him.

The man pulled his vehicle into the parking lot of the gas station and struck another vehicle, causing no injuries but minor damage to both vehicles.

The officer made contact with and identified the vehicle’s three occupants, including driver Isidro Betancourt, 24, of Turlock.

When the officer had his dispatcher run the three, he discovered that neither of them had a valid driver’s license.

While speaking with Betancourt, the officer noticed that he was displaying objective symptoms of being under the influence, so he removed him from his vehicle and asked if he’d be willing to participate in standardized field sobriety tests. Betancourt agreed and completed the tests.

Based on the totality of the circumstances, the officer determined that Betancourt was under the influence of alcohol. He was arrested.

Meanwhile, an assisting officer contacted the owner of the vehicle that Betancourt had struck, Andres Velasquez, 28, of Turlock.

While speaking with Velasquez, the officer noticed that he was displaying objective symptoms of being under the influence. The officer asked Velasquez if he would blow into a preliminary alcohol screening device and participate in standardized field sobriety tests, which he did.

Based on the totality of the circumstances, the officer determined that Velasquez was also under the influence of alcohol. He was also arrested.

Both Betancourt and Velasquez provided two breath samples at the scene as required by California’s implied consent law.

Afterward, they were both released on citations on the charge of driving under the influence of alcohol. They were also issued administrative driver’s license suspension orders by the California Department of Motor Vehicles and their vehicles were impounded.
