Turlock Could Receive Grant Funding for Water, City Council Preview

Turlock may be entering into a grant agreement with the State Department of Water Resources (DWR) in accordance with a water quality, supply, control, and protection bond act if the Turlock City Council passes the motion Tuesday.

The vote would authorize the submittal of an application, acceptance of an allocation of funds, and execution of a grant agreement with the DWR for the 2014 Integrated Regional Water Management Drought Grant, pursuant to the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006. Michael Cooke, Municipal Services Director, authored the request.

California voters passed Proposition 84, The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Act of 2006 (Public Resources Code Section 75001, et seq.), in the November 2006 general election.

In September 2008, Senate Bills were signed into law requiring changes to funding criteria for section 75022, involving small community infrastructure improvements for chemical and nitrate contaminants, and section 75025, involving grants to prevent or reduce contamination of groundwater that serves as a source of drinking water.

On Dec. 21, 2012, California Department of Public Health revised the criteria for Proposition 84, Section 75021 Emergency Grants to expand the allowable uses of the funding to address an urgent need to provide interim water supplies to public water systems that serve severely disadvantaged communities and lack the technical and financial capability to deliver water that meets primary safe drinking water standards.

Sections 75022 and 75025 were again revised on April 16 to extend project completion deadlines beyond the maximums specified in prior criteria.

On Tuesday, the Turlock City Council is also expected to:

  • Authorize the creation of a single new job classification for an Information Technology Technician.
  • Accept various improvements and notifications of contract change for the Turlock Public Safety Facility project.
  • Award bid and approve an agreement in the amount of $290,093 with F. Loduca Company of Stockton, California, for City Project No. 12-49, “Walnut Rd. Median Improvements.”
  • Accept a donation of $1,500 from Mann Electric, Inc. for Recreation on Wheels.

The Turlock City Council will meet at 6 p.m. Tuesday in the Yosemite Room of Turlock City Hall, 156 S. Broadway.
