The public is invited to attend this meeting and encouraged to participate in discussion involving suspected budget shortfalls along with possible jobs cut. Vice Mayor Ted Howze has publicly requested the public’s input as to what services they would like to see prioritized with funding if possible.

meeting for study. Unless the Mayor, a Councilmember or member of the audience has questions concerning the
Consent Calendar, the items are approved at one time by the Council. The action taken by the Council in approving
the consent items is set forth in the explanation of the individual items.
A. Motion: Accepting Demands of 1/8/09 in the amount of $490,931.36; Demands of
1/15/09 in the amount of $2,419,145.99; Demands of 1/22/09 in the amount of
$1,008,259.58
B. Motion: Accepting Minutes of Regular Meeting of January 27, 2009
C. Motion: Approving Contract Change Order No. 1 for $50,180 (Fund 133) with Rolfe
Construction of Atwater, California, for City Project No. 0604, “Fairgrounds Sidewalk on
Broadway”
D. Resolution: Approving a reduction in the Equivalent Dwelling Unit (EDU) Factor, from
1.00 to 0.85, to the Transportation Capital Facilities Fee (Fund 175) for the senior living
residential lots of Cottage Park, Subdivision Project No. 0678
E. Resolution: Appropriating $35,000 from Fund 129 “Sewer Reserve” to account number
129/437-02-43 “Pave Trenches” and appropriating $20,000 from Fund 141 “Water
Reserve” to account number 129/437-02-43 “Pave Trenches” for City Project No. 0850
F. Motion: Approving a revision to the Agreement with Basic Chemical Solutions, LLC of
Santa Fe Springs, CA, for sodium bisulfite for the Municipal Services Regional Water
Quality Control Facility, in an amount not to exceed $177,210
G. Motion: Approving the procurement of playground equipment for Columbia Park from
Miracle Recreation Equipment Company in an amount not to exceed $71,667.31
H. 1. Motion: Approving the emergency repair of a Fiat Allis Front End Loader for the
Water Quality Control Department of Municipal Services with Garton Tractor of Turlock,
in an amount not to exceed $40,000, without compliance to the formal bid process
2. Resolution: Appropriating $40,000 to account number 129/432-05-10 “Outside
Contractor Vehicle Repair” from Non-General Fund 129/1001-01-01 “Enterprise Fund
Retained Earnings,” for the repair of a Fiat Allis Front End Loader by Garton Tractor, in
an amount not to exceed $40,000
I. Resolution: Declaring equipment surplus and obsolete to City needs and authorizing the
sales of same at public auction by Roger Ernst and Associates; and authorizing the
donation of cellular phones to the Women/Family Shelters and/or other non-profit
organizations; and authorizing the sale of Nextel cellular phones to Sprint on a buy-back
program; and declaring certain miscellaneous equipment as scrap and not to be sold at
auction and declaring other miscellaneous scrap equipment to be sold to any interested
parties at fair market value
J. Motion: Amending the Employment Agreement between the City of Turlock and Police
Chief Gary Hampton to serve as Interim City Manager
K. 1. Motion: Retaining Bob Murray & Associates, Executive Recruiter, to recruit for the
position of City Manager
2. Resolution: Appropriating $22,500 to 110/402-02-51 “Contract Services for Recruitment”
from Fund 110 General Fund reserve balance for recruitment services for the position of City
Manager

This is the time set aside for citizens to address the City Council on issues within the Council jurisdiction. You will be
allowed five (5) minutes for your comments. If you wish to speak regarding an item on the agenda, you may be
asked to defer your remarks until the Council addresses the matter.
No action or discussion may be undertaken on any item not appearing on the posted agenda, except that Council
may refer the matter to staff or request it be placed on a future agenda.
