On Saturday, April 22nd, 2023, at 8:33 am, the Turlock Police Department was dispatched to a reported city ordinance violation at Aspiranet, 420 E Canal Dr, Turlock, where some transients were underneath a green tarp in front of the business preventing employees from getting inside.
When officers arrived on scene, they found and contacted a man and a woman. The man was identified as Arthur Rincon, 45, of Modesto.
When officers had their dispatcher run the two, they discovered that Rincon was on probation for bringing or sending an alcoholic beverage or non-controlled substance or paraphernalia for such into a jail or prison, was on post release community supervision for possession of a firearm by a convicted felon or person addicted to a narcotic, had a $25,000 felony bench warrant out of Eureka for obtaining and using personal identifying information of another person for an unlawful purpose, and had a $25,000 felony bench warrant out of Siskiyou County for violation of probation, committing a felony while on bail or release, and failure to appear.
Officers conducted a probation search of Rincon’s belongings and discovered a loaded .45 caliber Kimber handgun that had been reported lost out of Santa Clara, a loaded magazine, and narcotics.
Rincon was arrested and booked into the Stanislaus County Public Safety Center on charges of possession of ammunition by a prohibited person, possession of a controlled substance while armed with a loaded and operable firearm, possession of a firearm by a convicted felon or person addicted to a narcotic, and carrying a concealed firearm, as well as his warrants.
