The Stanislaus Regional 911 Emergency Dispatch Joint Powers Authority (JPA) has appointed Modesto Police Captain Joel Broumas as its new Director.
Broumas, who will be assigned to the position for a 12-month period, will provide leadership over all Stanislaus Regional 911 operations as Director. He will also support the JPA Commission in their efforts to evaluate each of the recommendations included in the recent study completed by the Matrix Consulting Group.
The Stanislaus Regional 911 provides 24 hours a day, seven days a week public safety emergency dispatch service and is the answering point for the 911 telephone system. Dispatching is provided for 22 law enforcement and fire agencies within Stanislaus County, including the Turlock Rural Fire Department.
The new Director will be fully focused on leading the Stanislaus Regional 911 and will not retain any extra assignments with the Modesto Police Department, according to a release from Stanislaus County.

Broumas has been with the Modesto Police Department since 1990 and in total has more than 30 years of experience in law enforcement. He was promoted to Sergeant in 1997, Lieutenant in 2000 and Captain in 2005. His experience covers a wide range from detective, Field Training Officer, Crime Reduction Task Force, to comprehensive administrative oversight of operations of the Modesto Police Department including Crisis Response.
“We are excited to have Captain Broumas join the SR 9-1-1 team,” said Modesto City Manager Jim Holgersson in a news release. “Captain Broumas is a proven leader with a steadfast dedication to serving the citizens of our community. We are confident he will effectively lead SR 9-1-1 into the future.”
Broumas was also a star and winner of the Judge’s Trophy at the inaugural Dancing with the Turlock Stars.
For purposes of employment and classification, Broumas will maintain his employment with the City of Modesto in his existing classification and be on assignment as the Director of Emergency Dispatch. Broumas’ salary will be equivalent to $149,394 per year during the term of this assignment, with all costs for his position paid for by Stanislaus Regional 911.
