The proposed red light camera contract with Redflex was postponed after Vice Mayor Ted Howze voiced concerns with the legality of the contract between the City of Turlock and Redflex.
The “cost neutrality clause” stated in the contract basically states that the City of Turlock would not pay if citation revenue did not at least equal their contract cost. This clause has brought up in concerns in court that there may be incentives to enhance citation violation situations (i.e. set yellow light times shorter).
The City of Fairfield took their red light enforcement program offline as they are waiting for a State Supreme Court decision.
