On Tuesday, August 3rd, 2021, at 2:54 am, the California Highway Patrol, Turlock Fire Department, and American Medical Response were dispatched to a reported vehicle collision with injuries on southbound State Route 99 just north of W Main St, Turlock.
When crews arrived on scene, they located a male, later identified as Thomas Paul Kelly Jr., 27, of Delhi, laying in the fast lane with no involved vehicle around. Crews checked on Kelly and immediately pronounced him deceased.
The California Highway Patrol began its investigation and determined that an unknown vehicle was traveling southbound on State Route 99 just north of W Main St in the fast lane when its front bumper collided with Kelly, who was walking in the fast lane, at an unknown speed. Kelly was knocked down to the ground and immediately killed. The vehicle then continued southbound without stopping.
It is currently unknown if alcohol, drugs, or speed were a factor in the collision. The vehicle should have front end damage consistent with striking a pedestrian.
