Man in Stolen Vehicle Arrested After Ramming Deputy’s Vehicle

At about 5:17am Saturday, Ceres Police Officer Lord-Huff attempted to make a traffic stop at Hong Kong Restaurant & Bar in the 2100 block of Mitchell Road.

Lord-Huff had knowledge of the vehicle being stolen and was checking the area for it after being alerted by the city’s license plate readers that it was southbound on Mitchell Road from E. Hatch Road.

Instead of stopping, the vehicle took off from Lord-Huff and a pursuit ensued.

After driving around Ceres, the vehicle made its way to Turlock where it continued to drive around for a bit.

In the 900 block of W. Tuolumne Road, an officer performed a PIT maneuver on the vehicle, however, the driver was able to regain control.

The driver drove through the front yard of a residence and back out onto the roadway. Stanislaus County deputies and Turlock Police officers had joined the pursuit at this point and the driver rammed the front of a deputy’s vehicle in an effort to get away.

The vehicle finally became disabled and a high-risk stop was conducted. The driver, identified as Chhay Hisocanphaktra, 41, of Stockton, was detained at gunpoint.

When officers had their dispatcher run Hisocanphaktra, they discovered he was on post-release community supervision out of Orange County.

Hisocanphaktra was arrested and booked into the Stanislaus County Public Safety Center on charges of fleeing from a peace officer by vehicle with disregard for public safety, assault with a deadly weapon other than a firearm against a peace officer, auto theft, receiving a stolen vehicle, and two counts of vandalism.
