On May 21, a 14-year-old victim reported that he had been “playing ball” with his friends when Franco approached him. Upon arriving to the scene of the disturbance, officers also contacted Albert Garcia, 26, who had a no bail warrant.
Franco was arrested and booked for robbery, child endangerment, and three felony warrants.
