Armed Teen Arrested After Fleeing Police on Foot

At about 8:36pm Monday, Turlock Police responded to a battery in progress at the Park Place Apartments in the 3500 block of Crowell Road.

The caller stated there were four teens fighting at the pool, three girls and one boy, and stuff was being thrown into the pool.

The girls then reportedly all left in different directions, while the boy made his way to the front of the apartment complex, dropping a gun and picking it back up.

Officers arrived on scene and attempted to contact the boy, later identified as Leander Phillips, 18, of Keyes, who fled from them on foot into the construction site just west of the apartment complex and refused to follow their lawful orders.

Phillips eventually surrendered and was detained in the construction site in the 1500 block of W. Monte Vista Avenue.

A .45 caliber Taurus Judge was also recovered, which was clear with no record on file.

During the incident, Officer Nwando crashed his patrol vehicle into a traffic signal pole at N. Walnut Road and W. Monte Vista Avenue. Nwando wasn’t injured, but his vehicle sustained moderate damage and had to be towed away.

This came as a surprise, as Nwando is known to be a very safe driver who always obeys the California Vehicle Code.

The vehicle, a 2023 Ford Explorer, one of the department’s six hybrids, had been in service for less than a year.

Phillips was booked into the Stanislaus County Public Safety Center on charges of carrying a loaded firearm, carrying a concealed firearm, and resisting a peace officer.
