Man Arrested in Turlock for Elk Grove Carjacking

At about 1:20pm Wednesday, Turlock Police responded to an area check at N. Golden State Boulevard and E. Main Street.

License plate readers at the intersection had located a felony vehicle used in a carjacking that had occurred in Elk Grove.

A short time later, Investigator Young located the vehicle parked near N. Center Street and E. Main Street.

Young began to surveil the vehicle from a distance, observing a man and woman getting into it and driving off.

After numerous detectives, investigators, and officers got into position, a high-risk stop was conducted near Geer Road and Almond Avenue.

The vehicle’s driver, later identified as Richard Garcia, 22, and his passenger were detained at gunpoint without incident.

During a subsequent vehicle search, officers located a loaded 9mm Glock 26 handgun that was determined to be in Garcia’s possession.

The gun was determined to be lost out of Lancaster and Garcia was determined to be a convicted felon.

Garcia was arrested and booked into the Stanislaus County Public Safety Center on the charge of possession of a firearm by a convicted felon.

The vehicle was seized and towed back to the Turlock Public Safety Facility to be processed for evidence.

Elk Grove Police later interviewed both Garcia and his passenger. His passenger was released.

Garcia was rearrested and booked into the Sacramento County Main Jail on the charge of carjacking.
