On Saturday, April 22nd, 2023, at 7:00 pm, a Turlock Police officer near the intersection of N Golden State Blvd and W Canal Dr, Turlock, noticed a woman driving a vehicle nearly collide with another vehicle, so she attempted to make a traffic stop on her.
The woman initially failed to stop for the officer and continued driving in a reckless manner to the intersection of Geer Rd and Starr Ave, where she finally stopped.
The officer made contact with and identified the woman as Charlotte Koehn, 42, of Modesto.
Koehn displayed objective symptoms of being under the influence, so she was removed from her vehicle and asked to participate in standardized field sobriety tests. Koehn agreed and completed the tests.
Koehn was then asked to blow into a preliminary alcohol screening device. She agreed and blew into the device, which showed that she had zero alcohol in her system.
Based on the totality of the circumstances, the officer determined that Koehn was under the influence of drugs. She was arrested.
A search of Koehn’s vehicle was conducted incident to arrest, which led to the discovery of methamphetamines.
Koehn was transported to a local hospital for a blood draw as required by California’s implied consent law and medical clearance. Koehn was unable to be medically cleared, so she was released on a citation to the hospital on charges of driving under the influence of drugs and possession of methamphetamines. She was also issued an administrative driver’s license suspension order and her vehicle was impounded.
