The Turlock man convicted of raping and kidnapping a 19-year-old girl in 1994 has been granted parole after serving 21 years in prison.
Daniel Ray Slayter, 43, of Turlock, was found suitable for parole on May 27 at a hearing of the State Board of Parole Hearings conducted at Valley State Prison in Chowchilla.
Slayter was convicted on July 7, 1994 of rape, kidnapping during a carjacking, and carjacking and sentenced to 15 years to life.
According to the Stanislaus County District Attorney’s Office, Slayter approached a 19-year-old female victim who was working at the Brentwood Apartment. He forced the victim into her car at knifepoint and forced her to drive to a canal bank on Highway 140.
Slayter raped the victim on the canal bank and stranded her on the side of the road.
The Stanislaus DA’s Office, represented by Deputy District Attorney Jeff Laugero, argued that Slayter was unsuitable for parole based on the nature of the offense, the inmate’s lack of insight into the crime, his criminal history, and a flawed Comprehensive Risk Assessment (CRA) relied on by the Board of Parole Hearings panel.
Despite the evidence provided to the panel, Slayter was granted parole.
Slayter had been denied parole in 1997, 2000, 2005, 2009, and waived his parole hearing in 2012.
