Turlock City Council Meeting Agenda 11-27-12; Staff Update on Turlock Police, Turlock Tourism Marketing

The Turlock City Council will hold their regularly scheduled meeting on Tuesday, November 27th, at 7pm. Council meetings are held at City Hall, located at 156 S. Broadway.

Turlock Police Chief Rob Jackson is on the Council meeting agenda as he is scheduled to give a staff update on the Turlock Police Department for the 2nd quarter.

The Council will consider two final readings, one amending the Turlock Municipal Code regarding Prohibited Wastewater Discharges and payment of collection charges, and the second amending the zoning map of the City of Turlock regarding the Yosemite Farm Credit location.

The Council will also consider accepting the Capital Facility Fee (CFF)Program report for the Fiscal-Year 2011-2012.

The CFF Annual Report for Fiscal Year 2011-2012 has been prepared as an annual requirement by the State of California. The City of Turlock collects Capital Facilities Fees on new development to fund infrastructure improvements that are necessary to accommodate new growth. State law requires that the City make the following information available to the public for each separate fund on an annual basis, and that the City Council review that information at a public meeting. The law requires the report to include the following information for each individual fund for the fiscal year:

- The beginning and ending balance of the fund; and
- The amount of the fees collected and interest earned; and
- The amount of refunds made; and
- A description of each interfund transfer or loan made by the fund; and
- Identification of each public improvement on which fees were expended and the amount expended on each improvement.

Also, the Council will consider approving the Convention and Visitor’s Bureau (CVB) 2012 Budget and execution of any and all documents relative to the CVB including but not limited to any amendments to the current agreement.

By agreement between the City of Turlock and the Turlock Chamber of Commerce, the CVB acts as the tourism-marketing arm of the City. The agreement provides that the Chamber receives up to a maximum of $99,000 annually for fixed and salary administrative expenses with additional funds allocated for specific products or programs. The proposed budget this year reflects fixed administrative fees of $14,900 and salaries/benefits of $82,618.56. The funds are part of the City’s general fund and can be used for a wide variety of purposes the Council deems appropriate.

The CVB’s proposed budget of $211,645 is equivalent to the dollar amount requested in 2012 and provides for continuation of programs and services with the following areas as priorities: community outreach, signage, publications, and economic impact measurement.
